Because Gohan has the most potential, he's a partial Saiyan and since partial Saiyans have more emotions than Saiyans, their power level increases due to anger easier than Full Saiyans. Don't mention Goku, he's something else, if he was a Partial Saiyan, he would be stronger than Bills because he would have more potential and emotions>tiggers anger> leads to power increases easierly.
Half-saiyans half-humans don't have more emotions, just more potential for power. And I'm not sure the extreme fluctuation of power due to emotions was for all the half-saiyans, since we didn't really see it for Goten and Trunks, only Gohan.

Anyway, the reality still remains that at least by the end of the Buu saga, Gohan was the strongest unfused individual in the universe.
Half Saiyans indeed do have more emotions, they aren't trained to suppress them or naturally suppress them by the warriors will because the Half Saiyans are more human than an actual saiyan. And yes, Gohan is the most strongest character at the end of Buu arc. But I doubt that he will be that for long.

They did, absolutely. Some of Vegeta's scenes portrayed him as one of the most emotional characters in the series! You're dead on Saiyan Femme.
But to be fair Goku's a pretty flat character through the vast majority of DBZ. He's simple minded and straight forward. I mean it's in character, but Goku's hardly a character with complex emotions. Vegeta's a little better, but it's a lot of anger and pride.
Edit: Goku did get a bit more insightful and interesting after he transformed into a Super Saiyan, and his portrayal during the 9 day wait before the Cell Games really did indicate he wanted everyone to relax and enjoy some time together, especially with his family in friends. It's the first time he shows how much he really loves his friends and family and that they actually may matter as much to him or more so then getting stronger or even eating. So I think his portrayal in the Android and Cell sagas was the best I've ever seen from him.
Gohan and Trunks' emotions radically fluctuate, it's part of their character. The soft spoken Trunks is also a bit of technological genius and quite a bit brainier than his father, likely because his Mom is "the Smart Guy" through the first half of the trilogy. Gohan's power comes from his emotions. He's by nature a gentle soul, prone to violent and angry outbursts when he's upset. And further more... Gohan and Trunks are teenagers for a good chunk of their portrayals. Teenagers tend to be a bit more sensitive and emotional than adults. So Goku and Vegeta being adults for the vast majority of the series... well they're a bit more emotionally stable and OK with who they are as people. Gohan and Trunks haven't figured out who they are or who they want to be. Trunks never go that option, he's the last hope of a post appocolyptic waste land. And Gohan's been on the front line since he was five, he's a child soldier. That's tough on a kid growing up, having to fly off and fight off villians that can atomize planets. That's a little rough, of course he'll be more emotional.
So there's that.
But not all the half Saiyans were that interesting. Young Trunks and Z Goten were annoying as all hell. Although to be fair, Trunks has a personality albiet a shallow one. Goten was bland, oh so bland and boring, and needless. Even with the Gotenks factor, he was completely plot irrelevant and THE worst Saiyan character in Z. In GT he at least develops some individuality and a personality. But in Z, UGH! F*cking Goten!
